When the LDF Government assumed office in May 2006 Kerala was facing an acute crisis on the agrarian front. The State economy in general and the agricultural scenario in specific were in a precarious situation. Debt-ridden farmers, farmer-suicides, fall in prices of agricultural produces, anti-farmer import policies of the Central Government were making it difficult for farmers in the State to thrive on. The most important task before the Government was to instill confidence in farmers with farmer friendly policies and decisions. It was soon realised that the State Government could not have overcome this deplorable situation without help from the Central Government.

Paddy Mission makes Record Gains

State Paddy Mission under Agriculture Department attained the best growth rate in paddy production in a decade.  The state had a production increase of 56000 tonnes in last financial year.  The State Paddy Mission was brought into being last year in the context of farmers giving up paddy farming due to untimely floods and the Central Government reducing its quota of rice to the State.  Paddy was cultivated in 2.75 lakh hectares during last year.  Production of paddy was 6.78 lakh tonnes.  In the previous year production was only 6.22 lakh tonnes.

 

The action programme conceived under Paddy Mission was to plant paddy in more fallow lands and to organise paddy farming under the supervision of a district level paddy farming association.  An expert committee also functioned to the support of formers.  The present achievement is a result of this concerted effort.

 

As per the data collected by Paddy Mission workers Alappuzha district comes first in farming 1952 hectares of fallow land with paddy.  Palakkad district comes second by farming the crop in 1597 hectares of fallow land.  Kottayam comes third by covering 1217 hectares with paddy.

 

Better yield this time came as a result of increased attention of all concerned.  The yield in Alappuzha district was from 7.5 tonnes to 8 tonnes per hectare.  The figure for Cole lands of Thrissur was from 7 to 8 tonnes.  In previous years the yield was somewhere between 5 to 6.5 tonnes per hectare.

 

Paddy Mission volunteers are poised to extend paddy farming to 2000 hectares of paddy land additionally this time.  This year also a dedicated team consisting of Krishi Bhavans Paddy farmers’ corps and experts will devote their attention for a bigger growth rate in paddy production in the State.

 
The "Kissan Abhiman" Pension Scheme Launched

A pension scheme,'Kissan abhiman' introduced for enhancing agriculture production and for the welfare of farmers was launched by the Chief Minister, Sri.V.S.Achuthanandan at Kanakakkunnu, Thiruvananthapuram. Under this scheme, the farmers who had completed 60 years of age and engage in farming during the past ten years will get Rs.300 per month. Also a financial assistance of Rs.25,000 would be given for the marriage of the daughter of the farmers coming under this scheme. At the initial stage,10,000 paddy farmers would be benefited by this pension scheme. There is also a provision to give family pension in the event of the death of the member. Agriculture Minister, Sri.Mullakkara Retnakaran, who presided over the function said that though in the first stage,only paddy farmers are included in the scheme, latter it will be extended to all other farmers too.

 
Fair Deal for Farmers

2008-09 was an year of all round progress of the agricultural front in Kerala.  The LDF Government cared for the agriculture sector just as a mother cares for her child.  The results are tangible.  There is record production of paddy.  We are steadily moving towards food security.  Farmers were given safety by a large number of measures such as loan waiving, crop insurance coverage etc.  No wonder, now there are no farmer suicides in Kerala.

Government has raised the procurement price of paddy to Rs. 11 per Kg, the highest price given in the country. Procurement is going on smoothly in Kuttanad, Palakkad and elsewhere.
